US Congress considers 'must-pass' defense policy bill that would top Trump's spending request

WASHINGTON, Dec 6 (Reuters) - U.S. lawmakers on Sunday unveiled an annual defense policy bill authorizing a record $901 billion in national security spending next year, billions more ​than President Donald Trump's request, and provides $400 million in military assistance to Ukraine.

The sweeping 3,000-page ‌bill includes a 4% raise for enlisted troops but excludes a bipartisan effort to spur housing construction that some lawmakers had hoped to ‌include in the final bill.

House Speaker Mike Johnson, a Louisiana Republican, said in a statement that the legislation would advance Trump's agenda by "ending woke ideology at the Pentagon, securing the border, revitalizing the defense industrial base, and restoring the warrior ethos."

The measure is a compromise between versions of the National Defense Authorization Act passed earlier this year ⁠by the Senate and House of ‌Representatives, both controlled by Trump's fellow Republicans.

Trump in May asked Congress for a national defense budget of $892.6 billion for fiscal year 2026, flat compared to 2025 spending. That includes ‍funding for the Department of Defense, as well as other agencies and programs involved with security and defense.

The House bill set spending at that level, but the Senate had authorized $925 billion.

The NDAA authorizes Pentagon programs, but does not fund them. ​Congress must separately pass funding in a spending bill for the fiscal year ending in September 2026.

In ‌addition to the typical NDAA provisions on purchases of military equipment and boosting competitiveness with rivals such as China and Russia, this year's bill focuses on cutting programs reviled by Trump, such as diversity, equity, and inclusion initiatives, and deploying troops to the southwest U.S. border to intercept undocumented immigrants and drugs.

It also repeals two resolutions authorizing the use of military force in Iraq in 1991 and 2002.

Considered "must-pass" legislation, the massive NDAA is one ⁠of a few major pieces of legislation that Congress passes every ​year and lawmakers take pride in having passed it annually ​for more than six decades.

The bill typically emerges after Republican and Democratic lawmakers negotiate for weeks behind closed doors. But the process this year was much more partisan than usual.

Some ‍Democrats had threatened to stall ⁠the measure over Trump's use of the military in U.S. cities, until Republican Senator Roger Wicker, chairman of the Armed Services Committee, agreed to hold a hearing this week on the issue.

Earlier this ⁠year, Republicans defeated Democratic efforts to block the deployment of the military to American cities and to bar the conversion of a ‌luxury jet given by Qatar to serve as Air Force One.

Japan revises economic data to show bigger contraction in July-September period

TOKYO (AP) — Japan's economy contracted at an annual pace of 2.3% in the July-September period, the government reported Monday, as exports suffered from the impact of U.S. President Donald Trump'stariffsand public investments slipped.

The decline in Japan's gross domestic product, or the sum value of its goods and services, translates to a 0.6% on-quarter fall, and marked a lowered revision fromthe preliminary data released last month, which had shown a drop of 1.8% at an annual rate, or 0.4% on-quarter, according to the Cabinet Office.

The annualized rate shows what the economy would have done if the same rate were to continue for a year.

Exports dropped 1.2% in the quartercompared to the previous quarter, unchanged from the preliminary figure, while private residential investment fell 8.2%, slightly less than the 9.4% fall seen in the earlier data.

Trump implemented higher tariffs on imports from many countries earlier this year.

In September, the U.S. lowered the tariffs surcharge on nearly all Japanese importsto 15% from an earlier plan for a 25% tariff.The tariffs on autos are a serious blowto Japan's economy.Japanhas promised to invest $550 billion in the United States, in an accommodating move announced during the tariff negotiations.

Analysts say the drop in private residential investment observed in the July-September quarter was mainly due to revisions of Japan's building code that caused housing starts to plunge from earlier this year.

Imports slipped 0.4% during the quarter, while private consumption gained 0.2%, according to revised data.

The tariffs have strained bilateral ties between Japan and the U.S., its most important alliance partner.

Japan now has itsfirst female prime minister, Sanae Takaichi,who remains popular, partly because of her assertive nationalist-leaning comments. She is also fostering hopes for an economic revival, although prospects remain unclear.

Level 4 Of 5 Atmospheric River Set To Bring Heavy Rain, Mountain Snow To Pacific Northwest This Week

Winters across the Pacific Northwest can be a bit of a soggy mess for lower elevations and a winter wonderland across the higher elevations thanks largely in part to atmospheric rivers, which are very common in winter months.

This week is no exception as a powerful atmospheric river is taking aim at the Pacific Northwest, and the event kicks off on Monday.

Level 4 of 5

This upcoming atmospheric river has been rated a level 4 of 5, according to the Center for Western Weather and Water Extremes (CW3E).

So what does that mean?

It means that this atmospheric river will likely bring days of heavy lower elevation and coastal rain as well as mountain snowfall to the higher elevations of the region.

Various National Weather Services have warned that this atmospheric river event has the potential to impact their areas, and flood watches are already in effect for Seattle and Portland for most of the week.

The Weather Prediction Center has identified multiple days with a level 2 (of 4) risk of excessive rainfall, and many of the same areas are in the bullseye multiple days in a row.

With this atmospheric river, and much of the West for that matter, being warmer than usual for this time of year, snowfall is only expected at the highest peaks this week.

Timing of the Event

The first round of rain is kicking off on Monday, when the atmospheric faucet really turns on and rainfall rates to an inch per hour are possible. This could lead to totals potentially reaching 5 inches across the coast and the Cascades.

Winds will also be strongest with this first round.

Widespread gusts to 30 mph with isolated gusts over 40 mph could bring down tree limbs and take out power lines.

The next round of moisture will surge onshore Tuesday into Wednesday. While this surge isn't currently forecast to be as strong, soils will start to become saturated after Monday's moisture, so flooding will begin to become a concern as the week progresses.

End Of Week

By Thursday, the heaviest rainfall will begin to decrease, which is good news.

However, as water begins to run off and collect in streams and rivers, there is a chance of river flooding by the end of the week and into the weekend.

In total, widespread rainfall amounts of 3 to 6 inches are possible by the end of the week, with higher elevations in the Cascades potentially seeing 6 to 12 inches.

Beneficial Yet Excessive

You ever hear the phrase, "too much of a good thing can be a bad thing"?

That may not even be the right quote directly, but I hear it all the time.

This quote applies to atmospheric rivers as well.

The Pacific Northwest is in drought. The map above shows all the areas that are in at least some drought.

But, too much rain too fast doesn't really help as much as you would expect.

The drought-stricken soil cannot absorb heavy rainfall fast enough, and as a result, runoff commences.

Rivers get saturated, and the drought doesn't decrease as much as you would expect.

A ‘Simpsons’ Fan’s ‘BORT’ License Plate Totally Backfired

The Simpson family's vacation to Itchy & Scratchy Land found them battling killer robots with disposable cameras,mingling with John Travoltaand celebrating New Year's Eve over and over again (at the expense of the T.G.I. McScratchy's Goodtime Foodrinkery's serving staff's mental health).

But one of the most memorable scenes in the Season Six episode came when Bart attempted to buy a personalized novelty license plate with his name on it. After bemoaning that the shop's selection included "Bort," but not "Bart," he suddenly found himself surrounded by Borts.

The park was so jam-packed with Borts that the gift shop eventually sold out of "BORT" license plates.

While the showsadly didn't bring about a rise in babies being named "Bort,"it did inspire one woman to get a real life "BORT" license plate. Unfortunately, that decision has proven to be surprisingly costly.

As reported byWBZ NewsRadio,perThe Daily Dot, Massachusetts resident andSimpsonsaficionado Katie Unis outfitted her vehicle with a "BORT" vanity plate, which costs around $80 per year. And while that may sound like a small price to pay for having an awesome license plate, there's one big problem with this specific plate.

Full-size "BORT" souvenir license plates are regularly sold online toSimpsonsfans, and Unis soon discovered that they look surprisingly similar to actual Massachusetts plates – so much so that cameras belonging to the state's electronic tolling system, E-ZPass, have been mistakenly accepting them as genuine. Meaning that when someone slaps one of these novelty plates on their car to avoid paying tolls, Unis, as the owner of the legit "BORT" registration, ends up getting stuck with the bill.

"I'm continuing to get notices and I don't know when they'll stop," she toldWBZ.

WhileSimpsonsfans all across the country have legit custom "BORT" plates, it's seemingly only the Massachusetts plate design that looks enough like the Itchy & Scratchy Land original for this to be an issue.

Now that she's being asked to "pay for multiple cars in multiple locations," Unis is disputing the charges. "It's really funny, and I appreciate it, but it's causing me a little bit of a headache," she said.

If she opts to change license plates, just make sure to pick something other than "ASSMAN."
